Handling of applications for patent/utility solution

In 2024, amid numerous fluctuations and impacts from unfavorable factors, IP Viet Nam proactively adapted and effectively organized the processing of patent applications, gradually improving both the efficiency and quality of application handling.

IP Viet Nam has met its workload targets and actively reduced the processing time for patent applications. The average processing time from the date of application publication or the date of substantive examination request to the first substantive examination result has decreased from 27.5 months (2023) to 23.6 months (2024). This marks a significant step in improving public service quality and gradually meeting societal expectations.

In 2024, IP Viet Nam received 10,738 patent/ utility solution applications, an increase of 4.3% compared to 2023 (10,295 applications), and with great efforts, 9,573 patent/utility solution applications have been completed with examination, an increase of 17.1% compared to 2023 (8,175 applications). This outcome reflects the continuous efforts to improve workflow and enhance the efficiency of patent application processing at IP Viet Nam.

Towards 2025 (a pivotal year for implementing key policies on breakthroughs in science and technology development, innovation, and national digital transformation), IP Viet Nam faces numerous challenges. It demands comprehensive reforms in processes, technology, and workforce organization to enhance patent application processing capabilities, meeting the growing demands of society.

According to Resolution No. 100/2023/QH15, 2025 is a decisive year for promptly and conclusively resolving the backlog of industrial property registration applications, as well as urgently completing regulations on science and technology, intellectual property, in accordance with Resolution No. 57-NQ/TW on breakthroughs in developing science, technology, innovation, and national digital transformation. Against the backdrop of increasing patent application volumes, the demand to shorten processing times and enhance examination quality has become increasingly urgent.

First, processing the backlog applications is a priority task, with the goal of catching up on the backlog of applications by 2025. This is a significant challenge given the increasing workload and limited resources.

Second, Resolution No. 57-NQ/TW sets a target for the number of patent applications and patent protection titles to grow at an average rate of 16–18% per year, meaning that by 2030, the processing capacity of the Office must increase by over 200% compared to the current level. This not only requires efforts to improve application processing procedures, strongly apply information technology, and undergo digital transformation but also calls for a comprehensive overhaul in management thinking, work organization, and human resource development.

To effectively carry out routine tasks and implement the aforementioned Resolutions, in 2025, IP Viet Nam will focus all resources on completing the set objectives, playing a crucial role in driving the innovation and creativity initiatives outlined by the Party and the State.
