 The Cooperation Agreement for supporting the development of NOIP’s Standing Office in Hoa Lac High-tech Park between the National Office of Intellectual Property of Vietnam (NOIP) and the World Intellectual Property Organization (WIPO) was signed by NOIP’s Director General Tran Viet Hung  and WIPO’s Director General Francis Gury, witnessed by the First Deputy Minister of Science and Technology Nguyen Quan, in the afternoon of 21 September 2010, in Geneva, on the occasion of Vietnamese delegation to attend the WIPO General Assemblies. 

The objective of the Agreement is to establish a cooperation mechanism between the two Offices in creating and providing support services for technology and innovation development activities through the NOIP’s Standing Office located in Hoa Lac Hi-Tech Park, with a view to its further development into a Center for Support of Intellectual Property Assets Development there. 

According to the signed Agreement, WIPO will support NOIP in implementing a number of activities as follows: 

1. Providing training to NOIP staff involved in the provision of technology and innovation support services;
2. Facilitating access to patent and non-patent databases according to WIPO modalities and agreed upon by the Parties;
3. Supporting awareness-raising events carried out by the Standing Office;
4. Promoting dissemination of WIPO information materials in Vietnamese language.

The signing of the Agreement is to realize WIPO Director General’s commitment on strengthening cooperation with Viet Nam during his official visit to the country in January 2010.
