Activities to support IP Development
In 2024, IPVIETNAM continue to intensify its support activities for IP development, thereby promoting innovation and enhancing national competitiveness. IPVIETNAM has focused on improving policy mechanisms, implementing practical support programs at both central and local levels, and strengthening international cooperation in IP protection.
In 2024, IPVIETNAM led and coordinated with relevant agencies to propose and refine policy that promote science, technology, and innovation more broadly, as well as intellectual property in particular. Notably it contributed to the formulation of Resolution No. 57-NQ/TW (dated December 22, 2024) of the Politburo, which addresses breakthroughs in science, technology, innovation and national digital transformation. The Resolution identifies science, technology, innovation and national digital transformation as critical national priorities and the main driving forces for the rapid development of modern productive forces, the improvement of production relations, and the innovation of governance methods. It emphasizes these initiatives as essential for socio-economic progress, for preventing the risk of falling behind, and as key measures to overcome the middle-income trap, ultimately leading the country to breakthrough development and prosperity in the new era.
IPVIETNAM also continues to implement National Strategy for Science, Technology and Innovation Development to 2030, National IP Strategy to 2030, IP Development Program to 2030. These initiatives aim to make to make IP a key tool for enhancing national competitiveness, creating an environment that encourage innovation and promoting economic, cultural and social development. IPVIETNAM embraces the principle that "IP activities connect the active participation of all subjects in society, with research institutes, universities, creative individuals, and especially businesses, playing leading roles in creating and exploiting IP assets". To support these objectives, IPVIET NAM promoted various activities to protect, exploit, manage and develop IP assets. For example,it facilitated the registration of inventions and new plant varieties and implemented measures to control the origin and quality of products recognized as national or provincial key products. These efforts contributed to increasing the number of patent, new plant variety, and trademark applications by Vietnamese enterprises
At the local level, IPVIET NAM regularly coordinated with, supported, and provided professional guidance to local authorities in developing and implementing programs to exploit and develop IP assets. To date, all 63 provinces and centrally governed cities have issued and implemented initiatives to support and promote IP protection, management, and development, yielding many notable results. To ensure consistency in policy implementation, IPVIETNAM conducted a survey and consulted these localities on obstacles and difficulties during the execution of IP development programs. Based on feedback from 36 Departments of Science and Technology, IPVIETNAM together with the Legal Department - Ministry of Science and Technology drafted a plan to submit to competent authorities. This plan proposes issuing a Circular to amend and supplement certain articles of Circular No. 03/2021/TT-BKHCN (dated June 11, 2021), which regulates the management of the IP Development Program to 2030. The draft Circular is included in the plan for 2025.
Another core mission in 2024 is the implementing of the Coordination Plan of the three Ministries (Science and Technology, Industry and Trade, and Agriculture and Environment) to support the protection abroad of trademarks and geographical indications for Vietnam’s potential export products from 2022 to 2025. IPVIET NAM chaired and coordinated with relevant agencies from the Ministry of Industry and Trade and the Ministry of Agriculture and Environment to conduct field surveys of enterprises in Tien Giang, Ba Ria - Vung Tau, Binh Thuan, Quang Ninh... These surveys assessed the demand for, and the current status of trademark and geographical indication protection for potential export products in key foreign markets. Additionally, IPVIETNAM organized two delegations to Japan and China to discuss the possibility of mutual recognition for protecting geographical indications. It also guided localities in preparing promotional information for five Vietnam geographical indications participating in a Geographical Indications Promotion Project under China’s Belt and Road Initiative.
In addition, under Vietnam National Brand Program “Vietnam Value”, IPVIETNAM compiled guidelines on trademark protection abroad (particularly focused on China, Japan) and organized training courses on trademark and geographical indication protection both domestically and in key foreign markets. Within the framework of the IP Development Program, IPVIET NAM also coordinated with the Central Coordination Office of the National Target Program on New Rural Development to organize a workshop titled "Solutions to Promote Trademark Protection and Geographical Indications Abroad for Vietnamese Enterprises". This workshop shared experiences and solutions to improve the effectiveness of protecting and leveraging trademarks and geographical indications abroad for producers in the One Commune One Product (OCOP) Program.
Regarding the implementation of the IP Development Program, in 2024 IPVIETNAM continued to support 26 projects, including: four projects on IP training and education; one project on preparing introductory documents and guidance on Vietnam’s IP commitments in free trade agreements (FTAs); 01 project on registration and management of national geographical indication logo; 01 project on application of registered inventions; nineteen projects on registration, management, and development of IP assets for local selected key products. Meanwhile, It also initiated procedures to select eight additional projects for submission to the Minister for approval in the 2025 plan. IPVIETNAM additionally served as the focal point for managing and providing professional support to 150 projects under local IP Development Programs. These projects focused on training, and capacity building for IP rights holders, as well as support for IP protection of OCOP products. Overall, these initiatives illustrate IPVIETNAM’s commitment to integrating intellectual property activities across various sectors, fostering innovation, and enhancing the country’s competitive standing.
