Training and propaganda on intellectual property

In 2024, the Intellectual Property Office of Vietnam (IP Viet Nam) continued to prioritize and implement various IP training and communication activities to meet the needs of a wide range of stakeholders.

1. Training activities on IP

In 2024, IP Viet Nam organized a wide variety of training programs, both in terms of content and target audiences. To enhance human resource quality, the Office regularly held internal training sessions and professional exchanges within departments and across the organization. As part of the project “Capacity Building Support for the IP Training and Consultation Center” WIPO, in cooperation with IP Viet Nam, organized the two modules of the “Training of Trainers” Program for 46 participants, including IP Viet Nam officials and lecturers in the IP field from several universities and research institutes. Additionally, two pilot training programs - “IP for Startups” and “Management and Commercialization of Intellectual Property Assets” - were launched with WIPO’s support. These pilot initiatives serve as a foundation for developing more advanced training programs in the future.

To enhance the professional capacity of examiners and strengthen management skills of department-level leaders, IP Viet Nam organized three training courses on new regulations in the examination of patents, trademarks, and industrial designs; one management skills course for department heads; one specialized course on trademark evaluation and examination; and one course on patent examination in the field of biotechnology under the JICA project. In total, nearly 300 participants attended training courses on new examination regulations, and approximately 100 participants joined professional and advanced training programs.

Alongside internal training activities, IP Viet Nam also placed great emphasis on training and capacity building for external stakeholders. Recognizing local IP and science & technology (S&T) officers as key actors in state management and IP dissemination nationwide, IP Viet Nam considers their capacity building a core task. Annual training courses for these officials are well-received, both in terms of content quality and organization. In 2024, the Office held one in-depth training course for 70 local IP and S&T managers, alongside several thematic workshops and roundtables involving local management officials.

To meet growing demand of society, IP Viet Nam, based on proposals from agencies, organizations, and businesses, hosted or co-organized with various ministries, sectors, and localities over 30 conferences, workshops, and training courses on various IP aspects ranging from basic to advanced levels for diverse stakeholder groups. In response to increasing demand for IP consultation and representation services, the Office continued its close collaboration with Ho Chi Minh City University of Law to deliver an intensive IP training program, attracting 130 participants in both Hanoi and Ho Chi Minh City. We also piloted a short-term course on trademarks for over 40 participants, which received positive feedback and is expected to be held regularly going forward.

For coordinating the network of Technology and Innovation Support Centers in universities and research institutes (TISC Network), IP Viet Nam in 2024 further strengthened its collaboration with TISC members to organize training sessions, conferences, and workshops aimed at improving the Network's IP capabilities. In addition to in-person classes, IP Viet Nam also promoted online learning to expand access. The IP-elearning training portal continued to offer WIPO’s general IP knowledge course, translated into Vietnamese and made freely available to the public. In the first half of 2024, two online training courses attracted nearly 500 registrations.

Regarding international activities, IP Viet Nam also actively leveraged international cooperation, working closely with partners such as WIPO, ASEAN, Korea, Japan, and the EU to organize numerous workshops on emerging and high-interest topics such as artificial intelligence and IP enforcement in the digital environment. Notably, the Office implemented the WIPO IP Management Clinic Program for 10 small and medium-sized enterprises (SMEs), organized one study tour on IP rights protection in China, and two study missions on geographical indication management in Japan and China. In cooperation with the International Intellectual Property Training Institute (IIPTI) of Korea, IP Viet Nam developed and organized a training program for 15 TISC network officials to study IP asset management and commercialization in universities and research institutes in Korea. Participants rated the program highly and expressed a strong desire for similar training and exchange opportunities in the future.

 

2. IP propaganda activities

Along with training, IP Viet Nam has continued to carry out various awareness-raising and outreach activities to further enhance public understanding of intellectual property and its role in socio-economic development.

To celebrate World Intellectual Property Day on April 26, 2024, themed “IP and the SDGs: Building Our Common Future with Innovation and Creativity”, IP Viet Nam collaborated with local departments, universities, and research institutes such as the Hanoi Department of Science and Technology and the University of Transport and Communications to organize seminars and public events. These activities aimed to raise awareness of the role of IP rights in promoting innovation, enhancing competitiveness, and increasing the value of products and services in the context of international integration. The celebration campaign featured a variety of formats and reached a wide audience, including four seminars and panel discussions, along with multiple public communication articles on mainstream media channels.

Furthermore, IP Viet Nam focused on updating the public on new regulations related to patent, industrial design, and trademark registration procedures. Instructional videos on registration processes were revised and published on IP Viet Nam’s official website, making it easier for the public to access and complete procedures for IP protection.

In 2024, IP-related research, training, and communication activities were implemented in line with practical developments and societal demands. In order to further improve the quality of training in the coming time, IP Viet Nam recognizes the need to enhance its teaching capacity, including the development of qualified trainers, curriculum design, and instructional methods, to better serve the needs of diverse stakeholders in the IP ecosystem.
