15 YEARS OF COOPERATION IN TRAINING AND RESEARCH WITH THE UNIVERSITY OF SOCIAL SCIENCES AND HUMANITI

The University of Social Sciences and Humanities, Hanoi National University is one of the successful units in training and research on Intellectual Property, thanks to the efficient cooperation with the National Office of Intellectual Property during the past 15 years.

In 2002, the Department of Management Science (later the Faculty of Management Science) was established at the University of Social Sciences and Humanities, Hanoi National University (from now on referred to as the University). Also in this year, the university leaders decided to include subjects related to the Intellectual Property in training, therefore the establishment of the Department of Intellectual Property was a matter of urgency.

Under the cooperation with the National Office of Intellectual Property (NOIP) of the Ministry of Science and Technology, the Copyright Office of the Ministry of Culture, Sports and Tourism and the Vietnam Intellectual Property Association, especially the important and effective cooperation with NOIP, the training and scientific research on intellectual property at the University has been formed and developed.

A review of 15 years of cooperation in training and research between the University and NOIP reveals the following key points:

Developing and operating the Intellectual Property Training Program

NOIP has sent specialists, including some of its leaders to cooperate with the University to develop a project proposal to set up the Intellectual Property Department, which, according to a survey conducted in May 2017, was the first training unit in the field of intellectual property in Vietnamese universities.

Along with that, NOIP also assigned specialists and lecturers to coordinate with the University to build and teach the C-level Program on Intellectual Property Law and Practice, which lasts 6 months. This program has trained and issued the C certificates for nearly 500 students.

NOIP also assigned lecturers to provide specialized training on Intellectual Property Management in the major of Management Science. Each year, this specialized course trains 20 to 25 students, who are currently working in agencies, organizations, businesses, etc., related to Intellectual Property. This demonstrates the significant contribution of NOIP to the success of this specialized course, whose lectures also includes NOIP’s leaders during the last 15 years.

In Decision No. 04/QD-BKHCN dated 04 January 2010, the Minister of Science and Technology has considered those who had completed the IP Law and Practice course and the specialized course in Intellectual Property Management eligible to participate in the examination for industrial property representatives.

At present, the University has introduced intellectual property courses to undergraduate and postgraduate training, and many NOIP experts have involved in supervising undergraduate, master, and doctor theses.

To support the training and scientific research on intellectual property, NOIP has created favorable conditions for undergraduate and graduate students of the University to intern at the Information Division, the Research and Training Center, and other departments of NOIP.

For many years, the Information Division of NOIP has organized free training for about 15 to 20 undergraduate and graduate students of the University on the profession on searching for industrial property information.

Signing the Intellectual Property Cooperation Agreement

On 05 August 2010, the leaders of the University and NOIP have signed a cooperation agreement on intellectual property. This agreement established a framework for bilateral cooperation between the Parties. Activities under this agreement aimed to promote intellectual property activities in the University as well as to expand the scope and effectiveness in implementing NOIP’s functional tasks through concrete cooperation activities, such as: training and fostering intellectual property knowledge; scientific research in the field of intellectual property; collaborative propaganda on intellectual property.

Leaders of the University and NOIP signed the Intellectual Property Cooperation Agreement on August 5, 2010.

Cooperating in scientific research and propaganda on Intellectual Property

NOIP has collaborated with the University to organize the Intellectual Property Knowledge Contest and the Student Science Conference on Intellectual Property, which is an annual event celebrating the World Intellectual Property Day and Vietnam Science and Technology Day. This forum has attracted the participation of students from many universities, such as National Economics University, Hanoi Law University, University of Law Hue), Foreign Trade University, University of Science, University of Social Sciences and Humanities (Hanoi National University), Trade University, ...

This activity has helped students shape their thesis topics and research activities related to the field of Intellectual Property.

Other activities

The two sides are collborating in implementing the project to build and prepare the necessary conditions for launching the Master program of Intellectual Property Management at the University of Social Sciences and Humanities, Vietnam National University in Hanoi, which will be completed in June 2019.

It is evident that the University of Social Sciences and Humanities is one of the successful units in training and conducting research on Intellectual Property, whose success is attributed to the active cooperation of NOIP during the last 15 years./.
