Workshop on Increasing the Innovation and Creation Capacity in Universities and Research Institutes

On 23 March 2017, the National Office of Intellectual Property of Vietnam (NOIP), in collaboration with the World Intellectual Property Organization (WIPO), hosted the Workshop on increasing the innovation and creation capacity in universities and research institutes through a “Hub and Spoke” structure. It was an important event in the series of activities on the occasion of WIPO Director General Dr. Francis Gurry's visit to Vietnam from April 21-23, 2017 and implementation the Project on “an enabling IP environment to increase the capacity of developing and least developed countries for technology development, management and commercialization”. The Workshop was attended by some 100 delegates from universities, research institutes, agencies under the Ministry of Science and Technology, NOIP, businesses and press agencies.

Mr. Phan Ngan Son, Deputy Director General of NOIP, affirmed the important role of establishment of networks in the context of international integration, especially the network connecting NOIP and universities, research institutes. The connection through a network of IP and technology transfer centers in universities and research institutes promotes IPRs protection and IP commercialization.

An IP-HUB has its “HUB and SPOKE” operating mechanism in which IP office plays the central role as a hub and universities and research institutes plays the role as spokes. The IP-HUB motivates innovation and accelerates IP registration and commercialization, especially patents, hence, promotes the socio-economic development. It is a common trend that is being applied in many countries in the world. The IP-Hub formulation is also the goal of WIPO projects which are being implemented in some countries. For operating the IP-Hub of Vietnam in coming time, the Workshop aims at getting valuable knowledge from WIPO experts in this field as well as to be an opportunity for Vietnam to participate in projects with WIPO supports.

At the Workshop, Dr. Richard S. Cahoon, President of BioProperty Strategy Group Inc/expert of internal programs at Cornell University (USA) and Mr. Andrew Michael Ong, Director for Regional Bureau for Asia and the Pacific of WIPO, presented and shared key issues in developing the methodology in “Hub and Spoke” structure for an IP-Hub, namely: development of an IP environment to increase the ability and pace of development in seeking and attracting, adapting, improving and commercializing technology; innovative ecosystem; innovation and global value chain; desired delivering messages; role of universities in the innovation ecosystem and building a sustainable and effective IP environment; identification of existing and lacking factors in the technology innovation ecosystem of Vietnam, etc,.

In line with this, delegates discussed and exchanged issues concerning the methodology and operating mode of the “Hub and Spoke” structure; organization and personnel towards technology commercialization activities in universities and research institutes in the country. WIPO experts also cleared up delegates’ queries including their wishes to participate in the WIPO Project on “an enabling IP environment to increase the capacity of developing and least developed countries for technology development, management and commercialization”.

In the closing speech, Mr. Phan Ngan Son highly appreciated knowledge shared by WIPO experts and enthusiastic participation of all delegates during the Workshop. He also expressed the wish for Vietnam to be a beneficiary of WIPO projects and confirmed that the Workshop was the first step for NOIP, universities and research institutes to prepare for the IP-Hub operation in Vietnam.

After the Workshop, on 23 March, WIPO experts had meetings with representatives of several universities and research institutes to discuss their current status of IP commercialization, training activities and supports for IP consultation.

On the sideline of the Workshop, on 24 March, WIPO experts visited the Hanoi University of Technology and Vietnam Academy of Science and Technology to understand their IP practices and technology transfer activities.

The following WIPO expert mission to Vietnam is tentatively scheduled in September, 2017 to select official universities, research institutes to participate in the Project on “Hub and Spoke ".
