Viet Nam attend the Fifth Heads of Intellectual Property Offices Conference (HIPOC)
NOIP’s Director General Dinh Huu Phi attended the Heads of Intellectual Property Offices Conference (HIPOC5) and its side events from 11-14 April 2017
NOIP’s Director General Dinh Huu Phi attended the Heads of Intellectual Property Offices Conference (HIPOC5) for countries in South Asia, South East Asia and Iran and its side events from 11-14 April 2017 in Daejeon, ROK. Leaders from IP Offices of Afghanistan, Bangladesh, Cambodia, Iran, India, Laos, Malaysia, Maldives, Myanmar, Pakistan, the Philippines, Sri Lanka, Viet Nam, Korea and the World Intellectual Property Organization (WIPO) also participated in the Conference.

With the theme of “Client-Centric Intellectual Property Services”, delegates at HIPOC5 exchanged experiences in strengthening the capacity of the national IP system, especially in establishing and implementing IP services to satisfy IP stakeholders’ needs. The Conference’s participants were also briefed about IP activities in business and expectations about the IP system by the business community. Besides, Heads of IP Offices also shared about the challenges that each country has to cope with. Intellectual property is playing a more important role in the operation of each economy and need be improved to meet the demands of all walks of life.

At the Conference, DG Phi shared the Vietnamese Government’s consideration of IP as a drive for innovation, accelerating the S&T development of the country. With an effort to facilitate the client-centric operation, NOIP has implemented various measures to support applicants such as comfortable legal framework, more effective IT application to speed up the IP application handling process and improve transparency, outsourcing IP services for the benefits of IP stakeholders and customers. DG Phi also expressed his concerns about problems that the IP system of Viet Nam are facing with, such as IP backlog, inefficient IP utilization and different measures for these issues.
Heads of IP Offices adopted the Joint Statement of the Conference, affirming the close relationship between IP and the economic development and the necessity of IP exploitation for the targets of the economic development process; committing endeavours to establish policies to promote the creation and use of IP assets for the requirements of the Industrial Revolution 4.0; improving IP services quality; decreasing the differences among national IP systems; emphasizing the needs for improving IP public awareness and WIPO’s support in Asia.
On 11 April 2017, DG Phi attended the Conference on Strengthening the Capacity of IP system in the context of the Industrial Revolution 4.0 on the occasion of the 30th anniversary of the International Intellectual Property Training Institute (IIPTI) and the Launching ceremony of Global IP G-learning. Heads of IP Offices discussed efforts to construct an IP system to satisfy with requirements and to harness opportunities brought about by the Revolution 4.0. On behalf of delegates of the Conference, DG Phi delivered a congratulatory remark at the Launching ceremony of Global IP G-learning. In his speech, DG Phi highly appreciated R&D efforts to create this digital-based training materials and considered it an effective tool for creative education. He also informed of the efforts by the Vietnamese Government to set up a creative-promoting education system for the young generation and expressed his wishes to receive the cooperation and support of the Government of the Republic of Korea in this area. On this occasion, DG Dinh Huu Phi also sent his congratulations to the IIPTI for its 30th anniversary and his sincere thanks for the practical assistance that IIPTI rendered to Viet Nam in general and to NOIP in particular over the past time./.
