The National Office of Intellectual Property (NOIP) is responsible for organizing the Professional Exam of the Industrial Property Representatives for individuals who wish to be granted the professional certificate for Industrial Property representatives according to Circular no. 01/2007/TT-BKHCN issued by the Minister of Science and Technology on February 14, 2007 to instruct the implementation of Decree 103/2006/NĐ-CP detailing and guiding a number of articles of the Intellectual Property Law on Industrial Property, which was amended following Circular no. 13/2010/TT-BKHCN dated July 30, 2010, Circular no. 18/2011/TT-BKHCN dated July 22, 2011 and Circular no. 05/2013/TT-BKHCN dated February 20, 2013 (from here on called Circular no. 01/2007/TT-BKHCN). In accordance with the documents above, the Professional Examination of the Industrial Property Representatives is expected to be held as follows: 

Time and Location 

The examination is expected to be held in the fourth quarter of 2017 in Hanoi and Ho Chi Minh City (depending on the number of applicants). 

Content of the Exam 

The exam content follows the regulation stated in Section 3, Chapter III of Circular no. 01/2007/TT-BKHCN and Regulation for Professional Exam of the Industrial Property Representatives in Decision 2353/QĐ-SHTT issued by the NOIP Director General on December 03, 2009 (posted on NOIP website: https://www.noip.gov.vn). 

Requirement and Application Procedure 

Individuals who meet the requirements stated in Point a to đ, Paragraph 2, Article 155 of the Intellectual Property Law and possess a valid dossier (according to Article 59.2 of Circular no. 01/2007/TT-BKHCN) are qualified to participate in the exam. 

Individuals who wish to apply must submit application dossier (including the Application Form for the Professional Exam of the Industrial Property Representatives following Template 05-KTNV (Appendix E) of Circular 01/2007/TT-BKHCN (available on NOIP website https://www.noip.gov.vn)) and pay the application fee. 

Application Deadline 

NOIP will receive application after this announcement is signed until 16h30 on July 14, 2017 (determined by the postmark). 

Applications can be submitted directly or by post to NOIP at the following addresses: 

NOIP Headquarter: 386 Nguyen Trai St., Thanh Xuan district, Hanoi. 

NOIP Representative Office in Ho Chi Minh City: Floor 7, Ha Phan Building, 17-19 Ton That Tung St., Pham Ngu Lao ward, District 1, Ho Chi Minh City. 

NOIP Representative Office in Da Nang: 26 Nguyen Chi Thanh St., Hai Chau district, Da Nang. 

List of qualified applicants, the specific time and location of the exam will be announced on NOIP website during the last week of July 2017. 

Individuals who participated in the 2015 exam can submit Request Form to NOIP to reserve any subjects with the score no less than 5.0 for the 2017 exam.
